Safety is a critical component of NAVFAC (Naval Facilities Engineering Command) and USACE (United States Army Corps of Engineers) managed projects, especially in the construction and engineering sectors. Rustin, LLC can provide a comprehensive range of services to ensure that projects adhere to all safety regulations, minimize risks, and create a safe working environment for all personnel involved. Our role extends beyond compliance, focusing on fostering a proactive safety culture and ensuring that safety management is integrated into every phase of the project, which will consequently improve the overall reputation of General Contractors, while reducing incident & injury rates and preserving or increasing their profitability.

A Safety Management Program plays a crucial role in ensuring the health and safety of personnel, contractors, and the environment on NAVFAC and USACE projects. These projects often involve complex construction processes, strict regulatory requirements, and high-risk environments, so effective safety management is essential. Below is a list of services our Safety Management Team provides ensuring compliance with USACE, NAVFAC, EM 385-1-1, and OSHA standards.

  1. Safety Program Development
  • Tailored Safety Plans: Development of customized site-specific safety plans (SSSP) or generally referred to as Accident Prevention Plan (APP) or Illness & Incident Prevention Plan (IIPP), that adhere to project requirements and regulatory standards, including NAVFAC and USACE-specific safety guidelines.
  • Safety Policy Implementation: Assist with creating and enforcing company-wide safety policies that align with federal, state, and local safety regulations.

  1. Project Site Set Up & Preparation

  • Safety Bulletin Boards

A proper set up and preparation of a Construction Site plays a critical role in ensuring compliance with OSHA regulations and maintaining a safe work environment. This will consist of our skilled safety team setting the groundwork for the project site Safety Bulletin Boards, which must display all relevant and current safety documents, including but not limited to hazard communication plans, emergency procedures, applicable emergency contacts, map to the nearest medical facility, and OSHA posters. To maintain compliance, these boards are checked and maintained semi-annually to ensure they remain up to date with the latest safety standards.

  • Emergency Respond Supplies

As part of the site preparation services, our experts ensure all required emergency response supplies like fire extinguishers and first aid kits are strategically placed throughout the site to provide adequate coverage and ensure immediate response capabilities in case of an emergency. These essential safety measures are fundamental to safeguarding workers and preventing accidents on construction projects.

  1. Safety Training & Certification
  • Safety Orientation Programs: Preparing Site Specific Safety Orientation documents and conducting safety indoctrination for all project personnel, including workers, supervisors, subcontractors, and visitors.
  • OSHA Certification: Offering OSHA-certified training programs (e.g., OSHA 10-Hour, 30-Hour courses) to ensure all workers are familiar with basic safety principles.
  • First Aid, CPR, & AED Training: Providing certification courses for first aid, CPR, AED and emergency response, in accordance with American Red Cross guidelines and requirements.
  • Hazardous Materials Handling: Training personnel on the safe handling and disposal of hazardous materials (e.g., asbestos, lead, chemicals).
  • Daily, weekly, or Monthly Task Specific Safety Training: Deliver comprehensive and interactive safety training through Toolbox Talks for all personnel involved on the project sites. These sessions will focus on hazard recognition and the implementation of appropriate elimination and/or mitigation control measures for each task associated with the definable features of work (DFOW) at the project sites.

  1. Safety Inspections & Audits
  • Routine Site Inspections: Conducting Daily, Weekly, and Monthly site safety inspections to ensure compliance with safety protocols and regulations. For example, Daily inspections of project site activities, Weekly inspection of First Aid Supplies to be prepared for emergency responses, and Monthly inspection of Fire Extinguishers.
  • Audit of Safety Plans: Performing periodic audits to assess the effectiveness of the implemented safety programs and the adherence to NAVFAC or USACE guidelines.
  • Tool and Equipment Inspections: Inspecting tools and machinery to ensure they meet safety standards and are in good working condition.
  • Site Hazard Assessments: Identifying potential hazards in the work environment, including fall hazards, electrical risks, and material handling challenges.

  1. Risk Assessment and Hazard Identification
  • Activity Hazard Analysis (AHA): Identifying and analyzing job-specific hazards and recommending mitigation measures. Prepare and/or review safety submittal packages and obtaining approvals from the authorities having jurisdictions.
  • Hazardous Materials Risk Assessment: Identifying, assessing, and recommending controls for hazardous materials or substances present on site.
  • Safety Risk Assessments for High-Risk Operations: Performing risk assessments for high-risk operations such as excavation, demolition, working at heights, electrical work, working in confined spaces, and crane operations.
  • Safety Performance Monitoring: Tracking and evaluating safety performance to identify trends and areas for improvement.

  1. Safety Equipment & Personal Protective Equipment (PPE) Management
  • PPE Requirements & Compliance: Ensuring that all workers are provided with and properly using required PPE (e.g., hard hats, gloves, eye protection, hearing protection, safety footwear, and any other applicable PPE).
  • Inspections & Maintenance: Regular inspections and maintenance of safety gears to ensure they are functioning properly.
  • Emergency Response Equipment: Providing & maintaining emergency response equipment such as fire extinguishers, first aid kits, and eyewash stations.

  1. Safety Incident Management
  • Accident Investigation & Reporting: Leading investigations of accidents and near misses, documenting findings, and recommending corrective actions to prevent recurrence.
  • Incident Reporting System: Setting up comprehensive systems and procedures for responsive care and immediate reporting of safety incidents & hazards to ensure quick corrective actions.
  • Post-Incident Analysis: Analyzing incidents to identify root causes and recommending strategies for preventing future occurrences.

  1. Compliance with Regulations & Standards
  • OSHA & EM 385-1-1 Compliance: Ensuring compliance with OSHA regulations and the U.S. Army Corps of Engineers (USACE) EM 385-1-1 Safety and Health Requirements Manual, which applies to all construction projects funded by the U.S. Government.
  • Environmental Safety Compliance: Ensuring that projects comply with environmental safety regulations and guidelines, including hazardous waste management and storm water pollution prevention plans (SWPPP).
